וזכרת את ה' אלהיך כי הוא הנותן לך כח לעשות חיל וגו', ותרגם אונקלוס ארי הוא יהיב לך עיטא למקני נכסין, מצאתי כתוב בשם הריב"ש זצלה"ה זי"ע שאמר על מה דאיתא שהרשעים מלאים חרטות, והקשה אם יש להם תמיד הרהורי חרטה על עבירות שבידם, מפני מה קורא להם רשעים, הרי אמר (בקדושין דמ"ט ע"ב) המקדש את האשה על מנת שאני צדיק ונמצא רשע הרי זו מקודשת שמא הרהר תשובה בלבו, ופירש הוא ז"ל שלא קאי על מילי דשמיא אלא על מילי דעלמא, והפירוש הוא כך, שצריך כל אדם לידע שכל מאורעותיו וכל מעשיו הכל הוא בהשגחת השם יתברך, והוא נותן לו במחשבתו לעשות כל מה שהוא עושה, וכמו שנאמר וזכרת כי הוא הנותן לך כח לעשות חיל, ותרגם אונקלוס ארי הוא יהיב לך עיטא למקני נכסין, נמצא שאין לאדם להתחרט על שום דבר שעשה, כי הוא היה כך על ידי רצון הבורא יתברך שמו, ואם הוא מתחרט נמצא שאינו מאמין שהכל הוא בהשגחת השם יתברך, על כן הם נקראים רשעים, כי לא כן הוא, אלא הכל הוא על פי רצון העליון (ברכות דל"ג ע"ב) חוץ מיראת שמים: (דגלי הודיה והמצוה, מצוה ע"ה).

The Talmud states that the wicked are always filled with regret over their sins. Why, then, are they called wicked? For it states: “A person who marries a woman on condition that he is righteous is married, even if it turns out that he is wicked, for perhaps he had feelings of regret at that moment.”8Kidushin 49b. The answer is that the Talmud is not talking about heavenly matters,9In the performance of those commandments that relate a person to G‑d, or those that apply between one person and the next. but mundane ones. That is, a person should realize that whatever befalls him, and whatever he himself does, is under G‑d’s direction. G‑d puts it in his mind to do things, as it says: “But you shall remember that it is the L‑rd your G‑d who gives you the power to become prosperous,” which the Targum translates as: “who gives you the advice to purchase acquisitions.” Thus, a person should never regret anything that he does, for it happened because G‑d willed it. If he regrets what he did, then he does not really believe that everything is under G‑d’s control – that is why he is called “wicked”! For that was not actually the case.
