At the time appointed for our festival day' - because Rosh Hashanah is among the festivals, for to the Children of Israel it is joy, that for our benefit the Holy One, blessed be He, gave days of repentance and judgment on every Rosh Hashanah to cleanse ourselves in this world from all sin. And it is true that the Children of Israel are confident that they will emerge innocent, and the culmination of the joy is evident in Sukkot. And this is 'at the time appointed for our festival day.' For on Rosh Hashanah there is accusation about this, that the Children of Israel are more confident. And with this, the Gemara is understood: why we don't say Hallel on Rosh Hashanah, etc., and understand.

ויירש זרעך כו' שער אויביו פי' שכל השפע לאומות ע"י ישראל. וכל השערים שבא מהם שפע לכל ע' אומות הם נפתחים לבנ"י. וז"ש יצב גבולות עמים למספר בני ישראל כו':
And your descendants shall possess the gate of their enemies.' The explanation is that all abundance to the nations comes through Israel. And all the gates through which abundance comes to the seventy nations are opened to the Children of Israel. And this is what is said, 'He set the boundaries of the peoples according to the number of the children of Israel, etc.'
