    כתב בעל ספר המצות הקטן מנהג פשוט בכל ישראל שלא להתענות ושלא לומר תחנונים בניסן. ואם יתענה יתענה בצינעא עד כאן. והכי איתא במ' סופרים. ומיהו ברוב המקומות בספרד נהגו לומר תחנונים בחדש ניסן.

    The author of Sefer HaMitzvot Hakatan1Sefer Mitzvot Katan (“The Small Book of Mitzvot),” written by Isaac of Corbeil c.1263 – c.1277, is also referred to by its acronym, the Semak) is a poetic abridgment of the Sefer Mitzvot Gadol of Moses of Coucy. (Sefaria) In the Reem Edition of Abudraham, the editor writes, “I could not find this reference. See the Tur Orech Chaim, 429 writes that it is a widespread custom in all of Israel not to fast or recite supplications (Tachanunim)2Tachanun or Tachanunim also called nefilat apayim ("falling on the face"), is part of the morning and afternoon services, after the recitation of the Amidah, the central part of the daily Jewish prayer services. It is also recited at the end of the Selichot service. (Wikipedia) in the month of Nisan. If one fasts, one should do so privately. This is found in Tractate Sofrim.3Masechet Sofrim, 21:2-4 However, in many places in Spain they have the custom to recite supplications in Nisan.
