שהזהיר הדיין שלא לרחם על מי שיהרוג חבירו או חיסר בו אחד מאיבריו רוצה לומר בפרעון קנסות. שלא תאמר עני זה וחתך ידו או סימא עינו בלא כוונה ארחם עליו ואעשה לו צדקה בעונש. והוא אמרו יתעלה לא תחוס עינך עליו ובערת דם הנקי וגו'. (שופטים ושוטרים, שם פ"ג):
That He prohibited the judge - that he not have mercy upon someone who killed his fellow, or destroyed one of his limbs. [This is] meaning to say - concerning the penalties - he should not say, "This one is poor, and he cut off [the other's] leg or blinded his eye unintentionally. I will have mercy upon him and give charity towards him with the punishment." And that is His, may He be exalted, saying, "Let your eye not pity him, and remove the innocent blood from Israel, etc." (Deuteronomy 19:13).
