    (דברים יד כז) וְהַלֵּוִי אֲשֶׁר בִּשְׁעָרֶיךָ, כָּל מָקוֹם אַתָּה מוֹצֵא לֵוִי הַזֶּה לוֹמַר: תֵּן לוֹ מֵחֶלְקוֹ! אֵין לוֹ חֶלְקוֹ – תֵּן לוֹ מַעְשַׂר עָנִי! אֵין לוֹ מַעְשַׂר עָנִי – תֵּן לוֹ שְׁלָמִים! אֵין לוֹ שְׁלָמִים – פַּרְנְסֵהוּ מִן הַצְּדָקָה!

    1. “Now, the Levite within your gates—do not abandon him,
    for he shares no portion or inheritance with you” (Dt.14:27). Anywhere you find [reference to] the Levite (e.g., Dt.12:18),291See also Dt.12:12, 14:27, 14:29 and Pisqa’ot 69.1, 74.2.
    the instruction is:
    give him his portion [i.e., the First-tithe].
    If he can’t survive on his portion,
    then sustain him from the Pauper’s-tithe.
    If he can’t survive on the Pauper’s-tithe,
    then sustain him from Communion-offerings.
    And if he can’t survive on Communion-offerings,
    then sustain him from alms.

    כִּי אֵין לוֹ חֵלֶק וְנַחֲלָה עִמָּךְ, לְהַגִּיד מֶה גָּרַם.

    “For he shares no portion or inheritance with you” (Dt.14:27)—
    this explains the source [of levitical privilege]
