Pisqa’ 114317H:160; JN1:287. 1. “Surely, there shall be no pauper among you” (Dt.15:4). But elsewhere He states: “For the pauper will not cease from the midst of the Land” (Dt.15:11)— [thus,] when you fulfill the will of the All-Present, the pauper will be [found] among the others, but when you do not fulfill the will of the All-Present, the pauper will be [found] among you.318Cf. (דברים טו ד) אֶפֶס כִּי לֹא יִהְיֶה בְּךָ אֶבְיוֹן, וּלְהַלָּן הוּא אוֹמֵר (דברים טו יא) ״כִּי לֹא יֶחְדַּל אֶבְיוֹן מִקֶּרֶב הָאָרֶץ״! בִּזְמַן שֶׁאַתֶּם עוֹשִׂים רְצוֹנוֹ שֶׁל מָקוֹם – אֶבְיוֹנִים בַּאֲחֵרִים, וּכְשֶׁאֵין אַתֶּם עוֹשִׂים רְצוֹנוֹ שֶׁל מָקוֹם – אֶבְיוֹנִים בָּכֶם.

כִּי בָרֵךְ יְבָרֶכְךָ ה׳ בָּאָרֶץ, מַגִּיד שֶׁאֵין בְּרָכָה תְּלוּיָה אֶלָּא בָּאָרֶץ.
“For HASHEM will richly bless you in the Land” (Dt.15:4)—
this explains that the blessing depends only
upon [possession of] the Land.
אֲשֶׁר ה׳ אֱלֹהֶיךָ נֹתֵן לְךָ לְרִשְׁתָּהּ, בִּשְׂכַר שֶׁתִּירַשׁ – תִּכְבֹּשׁ.
“Which HASHEM your God is giving you to possess” (Dt.15:4)— by the right of possession, you will conquer.
